Font Size

The recommended size of Fonts is 3 times that of the minimum readable size for the same distance of Monitor.
e.g. If you are able to just make out the characters of size 1mm , then set the character size to 3mm for a comfortable and non eye straining reading.

Background and Foreground Colors.

Text on White Background
Text on Dull Background

As long as the brightness contrast between the characters and the background is high, the eyes will be at comfort for longer viewing periods

You can view HTML pages with your default Windows background Color in Microsoft Internet Explorer by selecting
'Ignore Colors specified on Web Pages' from
Menu Tools...Internet Options...General...Accessibility...

Brightness

The brightness of the screen should be equivalent to the background brightness of the room.
The monitor should not be set so bright that it shines in a dark background.

Flicker

Flicker is a very harmful to the eyes whether it is discernible or not.
By setting the refresh rate of the monitor to at least 70Hz, flicker can be minimized to a great extent.
Some monitors flicker at higher screen resolutions. In those cases, it is preferable to reduce the screen resolution to reduce the Flicker.
You should make sure that your monitor is always flicker Free.
